I think the Bothan spy net needs some reworking to 2.2.
As it is now in the game, it is basicly... let's say pretty limited.
It only 16 planets in it's circle of influence, but as the NR you controll most of them, and as IR you have to conquer at least half of them to gain access to the planets providing the bonus.
As an addition, as IR probe droids are much more effective than anything the rebels could have, since their main source of info is from heroes, which have limited use.
I think it would be best to give the NR recon units functioning largely as the probe droids. Could be Longprobe Y-Wing Recon Teams like in Star Wars Rebellion. And limited access to bothan spies like 3 at the time, but they would act more like the stealth heroes do and they could only be trained in Bothan worlds for accuracy.

I got to say, I like the idea of a type of intelligence gathering option for the NR. The Remnant and the Pentastar have their respective armies of probe droids, the Hand's got Nirauan providing a limited, galaxy-wide spying. And the NR has Bothawui's limited AoE intel reaching to Gyndine, The Maw, Duro, and Druckenwell(Imperial planets in the AoE range)
Would be nice to have some other scouting options aside from sending in units.

And yes I am fully aware that Duro is NR controlled.

Exactly. Jusy felt like I had to clarify. Force of habit :)
But about the Long probe Y-Wing, You could make it be like a Stealth hero that gives full intel while present, but take one supply as well as heroes being able to detect it. This way it isn't just a reskinned probe droid and is multi use.

the problem is that way you would need to give everyone a "bounty hunter" unit, since you should have some way to defend against it and neutralize it. otherwise it would be OP and everyone would just spam them...

In fact, this is what I am trying to avoid. From one side, heroes are limited by they can be only at one place at a time, they can be lost, and also... NR already has the largest hero rooster. I think there isn't much point in adding even more, and...(to be continued under the quote)

But in any case,
They need something equally usefull from early to late game.
Phoenix, it is nice to pay this from middle to late game, but it does not help you the slightest in Era 1, when you need it the most, since you want some intel on Issard's location. Though since NR already have some stealth heroes and Bothan Spynet no matter how useless it currently is currently, but it wouldn't be fair if a Y-wing would cost the same as a probe droid, so it should cost more, but not 3k...

Yes please. Winter and/or Wraiths instead of Cracken for variety in some GCs.

Oh I know. But this should work in single era GCs too.
yeah, because you will spend at 2.5k credits on a scout when you are facing Daala with the Knight Hammer in reunification (A.K.A the second smallest GC in the whole game)

And you can't make units' build value change with the eras. You would need 5 units almost the same, but different cost and a script to lock the previous one after every era change.
Even that 500 is too much in era 1, especially that you don't have a sound economy to begin the game.
I like your enthusiasm, but consider player choices. I would never spend 3500 on a scout unit in Final Imperial Push. I'd rather dig in and "outlast" the IR while building up resources... or just stomp them before they could know what hit them.(mostly the later...)

I have to say I think this idea has promise.
Especially the idea of the Wraiths or Winter in a stealth Intel aspect.

That could work, but to keep it from being a more expensive probe Droid copy the spy should last longer.

How long do probe droids last? I remember that they're 30 credits but I never payed attention to how long they stuck around.
