They never fought against each other. only in Bilbringi and Thrawn wasn't defeated by ackbar in there.

Id say Thrawn would win, but not by a whole bunch just cause Ackbar probably wouldnt be very easily tricked

you are propably right. Ackbar wouldn't be defeated without casualties even by Thrawn. and it would take time. but in the end Thrawn would be victorious.

well they did underestimate Thrawn when they planned the bilbingi operation. they thought Thrawn would blindly follow their false troop consentrations.

Im sure Ackbar didnt think he would do it "blindly" but he didnt underestimate, he simply was beaten strategically there

Im going to go against the grain and say Ackbar, although i actually think they are almost equal in terms of tactical savvy. Thrawn may have a slight edge when it comes to anticipation of the enemy (based on species/art), but otherwise they are both very accomplished strategists and have won against long odds on many occasions.
