The GM and buying Pirate units?

For the GM where do I buy the pirate units?

It has to be a GC with Tavira as a hero. You can build a pirate base at her location, which allows construction of the Interceptor IV and Crusader.

Cool. Where do I find Tavira?

In a gc where you start with her? Should be Hunt for Zsinj, Crimson Empire and Empires at War. She is supposed to spawn in progressives and Endor Aftermath after Isard spawns, but I'm not sure if that works all the time.
