well, you can disarm, but you can't disinvent something. nukes should have quotas and be available as a intimidation-style weapon, never to be fired.

I think biological weapons are seriously in need of being disamred and disabled; they are dangerous and they kill eople in ways so atrocious it makes my blood run cold. Nukes actually destroy the planet bit by bit, and the more we use will eventually be the death of the world, and consequently us, and kinetic energy weaponry...I aint too sure. If it were in my opinion, all should be sealed away forever, and war made not with weapons as dangerous and volatile as they.
