ISD I: 60/6 Turbolaser, 6/2 Dual Heavy Turbolaser, 2/2 Quad Heavy Turbolaser, 60/6 Ion Cannon
ISD II: 64/8 Turbolaser, 8/4 Octuple Turbolaser, 6/2 Heavy Turbolaser, 20/2 Heavy Ion Cannon and better shielding/hull (supposed to be).

so, why ask? the only good thing about ISD I is it is cheaper, so if your pressed for cash, and don't build victorys, ISD I can fill in for light carrier/middle destroyer for every fleet

In any instance where you can't afford an ISD-II, the VSD-I/VSD-II (escpecially the I) offers a better value.  While the ISD-I is more powerful, the VSD-I is a more rounded ship, with the conc's it's able to defend itself better than any other large ship in the game against fighters, and still brings a good amount of fight to the fleet.  I'll never build an ISD-I as any faction, the price is too close to the ISD-II so the the II is far better value, while the VSD's offer a pretty good amount of savings and lower population.
