Fleets getting behind the front line?

Hey hey, new mod player here. Loving all the time and effort that has gone into this. Thank you to all the mod devs!

I'm wondering how the front lines are defined. I just started the 2.2 demo as the NR, and a large Maldrood fleet keeps jumping to Levian Two which is totally surrounded by systems I control. How are they getting there? Are there some routes I'm missing?

Sorry if this haven't gotten answered but if you don't have a fleet or a shipyard on a world, an enemy fleet can move through it without being stopped.
