I have to ask, what was the idea of making the HVC worse then the IC?

Why do you say it's worse?  The HV is, in it's way superior.  It can actually destroy ships by itself, with no fleet needed to complete the job.  The Ion cannon, while it completely disables ships for a time, will never be able to destroy them outright.  Depending on the fleet you have above the planet, they both have their benefits and drawbacks.

I actually prefer the hypervelocity cannon for the fact that I can kill enemy carriers quickly with it

Because the HV costs a lot more, requires two build slots to have the same timing as the Ion Cannon, and takes a lot longer to build, in addition I consider the ion cannons better for not only that reason, but also for making heroes and SSDs a cakewalk.

SSD's I agree, an Ion cannon is 1000x more useful.  For heroes, many heroes are either a burning wreck after 1 hit from a HV, even ISD-II heroes are dead in 3 hits and mostly useless after 2.  Only someone like Delvardus can mostly ignore the first few shots from a HV without a HUGE drop off in performance.  I do agree the HV recharge timing and damage was nerfed tooooooo much in the last patches given that they weren't reduced in price, but that's easily fixed.  It used to be that the HV was too powerful even with it's cost and build time.

You have good points I didn't really think about, considering I've seen an HV one shot an MC80B. I still consider the IC more efficient and objectively better. Not that there's really a choice between the two.
