Flexibility. We don't know what Trigit was doing before Isard died so it's easily possible that he could have still been affiliated with Zsinj even then (albeit more loosely).  There's also no obvious galactic location we can use for recruitment purposes - he has no known base of operation or association with any particular planets (aside from being Coruscanti which would be rather unfair to use for recruitment).
