What twelve Imperials would you promote to Grand Admiral?

It is New Years Fete in the Galactic Empire. You are Emperor Palpatine. Which 12 Imperial Officers do you promote to be your Grand Admirals and Why?

At the time when the 12 Grand Admirals were named, I can't say that there's twelve admirals we've ever been introduced to in the Empire that I would promote, mostly due to how mismanaged the Empire was due to Palpatine's influence.  Grant and Thrawn are the only 2 that actually were grand admirals that I would promote as they were the only 2 I feel were dedicated to the Empire, and not to themselves above all else.  Pelleon later down the road I would, but at that point I'm not sure if he was actually even an Admiral yet, I think no?  Rogriss would get my vote also, so that's 3.

Maybe Kendel just because how sexy the Crimson Command VSD's were.
Mordon maybe since we know so little about him, but he was a mentor to Stele, and we know how he turned out.

I can't think of any other serving Admirals I'd want as my grand admirals.  But then, my style would differ greatly from Paly's.

Pellaeon wasn't even a Captain until after Endor - he took command of Chimaera at Endor after the captain was killed in the battle.  I have to agree with tlmiller... There just weren't enough decent Imp officers at command rank during Palp's rule.  Almost alll the best ones like Pellaeon, Rogriss, Fel, etc. rose later.  Parck was perhaps another that would've been solid though.

I considered him, but since he went off to take over the EoTH after Thrawns death, I decided to skip him.

Well, based on qualifications,  talent and service history up til then: Thrawn, Teshik, Zaarin,Grunger,Pitta,Takel,Zsinj,Grant,Harrsk,Dodonna. The last two would probablybe R&D guys like Batch

If I had to name twelve, I'd complete this list with the two Admirals that remained loyal to the Empire after Endor in Uther Kermen and Betl Oxtroe. Kermen proved that he could at least make the New Republic bleed even when he couldn't win (Killed Massa at Denon). Oxtroe's tactical credentials remain unknown, but she had the political skill to try arrange a peace with the NR ten years ahead of its time, and with the Imperial fleet full of complete nutcases in command it is valuable to have some rational people as well.

Still no Grand Admiral Ackbar, though.

I'd name Firmus Piett, Natasi Daala, Wulff Yularen, Delak Krennel, Terrinald Screed, Sander Delvardus, Treuten Teradoc, Galak Fyyar, Voss Parck, Leonia Tavira, Blitzer Harrsk and Ayde Prittick as Grand Admirals.

Interesting if somewhat puzzling choices. I wouldn't let Daala near a fleet except as a PR rep. Fyar and Tavira struck me as more pirate based single vessel commanders than tactical or strategic geniuses.
Delvardus, Harrsk and Teradoc were all admirals before Endor and survived and even prospered somewhat in the ICW, but not sure if I'd give them the white uniform.(Harrsk maybe before the split personality accident as he was seen as an up and coming genius)
