So I don't know if its because its the 4th faction (other mods have issues like this) or if its an error in the code, but in skirmish the PA only uses Dark Jedi and PAEs. As you can imagine its not fun to be allied with them or be enemies with them. It would be amazing if this issue was resolved for 2.2  :D
