Canonically, I'd never use it at full strength. Hit major starbases with it, major cities on enemy worlds just to show them that I'm not to be trifled with, but unless an opponent is truly stupid, won't go destroying entire worlds.

More new stuff, the Civic Policy Station, AKA the non-Combat Lab. The design being used is a modernized version of the Golan 1 Space Colony, which some of you may recognize from a bunch of Old Star Wars games, as well as as a map prop in ICW (although that's a different model)

This is the "climax," it tends to fill the gravity well so it may need to get resized a little.
