The limited Capital Ships? What's the situation here?

I'm just wondering on what will happen with the Capital Ship limit and such - shall it be increased or kept the same? Is it possible to mess with this area or?

I tried modding the game once for pop cap - ended up destroying the game for a while...

For what it is worth I know you can adjust the capital ship limit, but not whether the team plans on doing so or not.

We're keeping a similar number of total ships, but capitals are now closer to 20% of your total ships instead of like 7% in the base game. It varies by faction.
