will palpatine be more powerfull on land then in EAW/FOC because in EAW/FOC because there i think he is really underpowerd.

Heroes were like 1 man armies in the base game. You could just use a hero and take over a whole planet, and that's not good. Heroes will probably be less godly.

Yes, both him and C'boath can. It's kind of what they did best...

Depends on the hero. For most, no, because once again, heroes should not be armies on their own. Thrawn has Rukh, and Leia has two Noghri guards after Thrawn's era. Then there's the hero squads/pairs like Han/Chewie and Aurek Seven, but that's all I can think of.

They're still a lot better than normal units, you just can't kill a whole army with one of them...
