In fact, it was created by playing it safe, at least from Austria's standpoint.
A little history lesson:
Hungary fought the Ottoman Turks alone, holding them up for decades losing 2/3rd of our territory, and even half of the remains were a "separate country", Transylvania. It was said that they were an Ottoman puppet state, but in fact they just used that status to get around a full warfare and could use guerrilla tactics this way. So the country basically fallen into 3 pieces. and after 150 years of struggle while might I add we had the same emperor as the Habsburg Empire the Empire finally decided to "liberate" Hungary. We all know what it means in reality. They basically annexed us, treated Hungarians as second class citizens and forced their rule on us.
So basically first they used us as a peasant in the chess board, while we were a bastion. We were expendable, cheap and worthless in their eyes.
We even had the longest lasting revolution in all of Europe when all the revolutions started in the 1840s. And even when they put down all the revolutions everywhere, they couldn't handle such a weakened Hungary alone, and they had to call in the Russians too....
You can guess the final outcome.

Kucsivdave makes some valid points. Hungary was historically used as a bastion and staging area for both defense and attack on the Ottoman Empire. Which basically translated to they were sorely used as both a shield and sword by Europe with little gratitude going towards them. In fact it could be argued that the ottomans might well have taken Europe had it not been for Hungary, Wallachia and Malta. All of which have been largely forgotten by mainstream history and society as the true bulwarks they were.
