I'd disagree, there's a pretty sharp increase in the number of weapons on ships beween the Clone Wars and the Galactic Civil War on. Even during the period there's the progression between stuff like the ISDI, ISDII and Nebula SD. It's also supported by the fact that there are places where technology is specifically stated in-universe as stagnating for a long time, like the Hapes Consortium, which suffered for it and had to be given the new technology to catch up. If I had to guess an in-universe rationale for how things get stronger as time goes on since they're effectively just plopping more weapons on the same surface area, it would be that the main technological improvements were power generators that were capable of supporting more weapons.
