Jar Jar, to me, had a  decent character development in Attack of the Clones as Padme's Advisor and Representative of Naboo.

Are you kidding me? Jar Jar was a sell-out by Lucas in order to target younger audiences. He was the add-on comedian even though we already had the Laurel & Hardy duo in C3PO and R2D2. If we had to suffer his inclusion in the Phantom Menace, then OK, I can deal with that.

*prepares for major explosion*

But to make him a flipping representative in the Galactic Senate!? For him to be the reason that Palpatine receives the emergency powers that lead to him being made Emperor!? *throws desk in the air*

AOTC inclusion of Jar Jar was a blatant effort by Lucas to justify his inclusion of binks into the series to begin with. It would have been much more cool and dramatic to use someone like Captain Panaka from TPM be still close to Padme as a secondary representative; then have Palpatine manipulate Panaka's militant and strong ideas about protecting what seems to be right into standing up and giving up the emergency powers. But Jar Jar? Frakking hate him.

That, plus the killing off of Darth Maul way before he should have been. I think the fact that they show him walking around in the Clone Wars tv show is because Lucas regrets cutting off such an interesting character too soon.

I guess your right, a lot of Palpatine's actions did lead indirectly to some good things. I guess Palpatine is like Hitler in the sense that Hitler is the most influential person of the 20th century, and Palpatine the most influential person in a whole bunch of eras.
I still don't like him, with his lack of knowledge on military tactics, his love of wasteful super weapons, and his wrinkly face.  =D

Ah but much of the GOOD was also linked to Palpatine(albeit indirectly) The massive military buildup and years of War helped brace the galaxy somewhat for the Yuuzhan Vong, the EotH could never have been if Thrawn hadn't been picked up by the Empire and had access to it's wealth of resources via Palpatine, the eventual removal of the corrupt senate, the dismantlement of  massive monopolies like the Trade Federation, Commerce Guild and such. the near total eradication of Black Sun and the Bando Gora were his doing as well.
Also how boring would the series be without old Palps contributions? It would have been called Star Peace and I doubt we'd be making mods of THAT. So be thankful for the Emperor.

In my opinion the worse "thing" to ever happen in the Star Wars Universe is Palpatine. All the troubles of the movies and the EU is either directly or indirectly due to this man. The Death Stars and every super weapon created by the Empire and the death and waste of resources they caused, The Galactic Civil War, and even the fall of my beloved Empire was due to him; The Empire would of one The Battle of Endor hands down if Palpatine hadn't been a power hungry piece of Sith who wanted to have a show instead of a battle. The only good thing to come out of him was the creation of the Empire, which didn't become truly good until it was purified in the fires of the Remnant.

The fact pod racing wasn't bigger :P I tended to like Lucas idea that having two jet engines tied together by a force and connected to the pilot's pod, because i hated Swoop bike racing in KOTR, always seems to me that drag racing in Sci Fi loses its allure

This. Start of ANH, Stormtroopers are the best marksmen in the galaxy (according to Kenobi). Rest of the trilogy and they can't even hit a glancing blow on anyone of significance.

To get back to the smuggler point, the reason smuggler where "the good guys" to the rebellion is because they where such an integral part of their logistics system during the galactic civil war. To the rebellion the smugglers where their cargo transporters and suppliers, so the fact we tend to see them in a positive light is no surprise to me. And to reiterate a point brought up by  Lord Xiser
Well to be fair, there are both good and bad smugglers in the SW EU. Take Niles Ferrier and his group, the Hutts, the Corporate Sector, Black Sun. 

There are a considerable number of bad smugglers out there if you just look.

Not to mention the explosion of Warlordism, the Yevethan Purge, the Corellian Insurrection, Kyp Durron's Rampage, and like you mentioned the Yuuzhan Vong. The Galaxy was MUCH better of under the security of the Galactic Empire.(of course I confess myself a bit biased on the subject as I am a Loyal Son of the Empire)
The NR just replaced order with anarchy and soft bellied political corruption. What was needed was strength, order and leadership, all of which the NR lacked and the New Order and Empire of the Hand had in abundance.

Over all? The Death of the Empire. The rebellion gaining "freedom" for everyone lead to the deaths of billions more in the EU than would have probably died had the Empire faced the Vong head on.
