Well theoretically there is one thing you can do, which i have done myself.
If the AI bothers you so much with their fleets constantly attacking: Just start a gigantic invasion on their Space Territory.
I did that once with the Empire of the Hand, destroyed their entire Fleet and stationed 1 single ship above every planet, so they can't build any new ships.
Just let one fleet come, destroy it and then attack.
Additonally: Ground to Space Canons, like Hyper Velocity Guns, at every Border Planet.
Helps a lot!

This fleet may already have been on the way to you and just blundered into your attack force.  The real question is whether attacking caused them to stop attacking YOUR planet with that type of attack force, at least for a time.  If so, then mission accomplished.

Still, though, you in the end will just have to accept this as an AI quirk and learn to live with it.  It's happened to me plenty in other mods as well - I've had the same experience in both RaW and AotR.  I've not played the base game in so long that I honestly can't remember if it happened there.

It's not that we'cve done little to change it, it's that the game does not load changes even if you make them. Plenty of mods claim to change it, but beyond a few variables (credit income and that sort of direct cheating), the AI really just varies based on how it interacts with a mods features. Some mods install some AI changes to the data folder (RaW does this, for one) but I've never seen any evidence that it actually changes behaviour, except sometimes it causes the AI files to crash and makes the AI do nothing at all.

I always thought that AI is a pretty big part of the mod, because from my experience it behaves very differently in every mod I played.
For some reason, the AI of my base game (FoC) doesn't do anything at all in Galactic mode, while it does work in several mods, such as Imperial Civil War.

I don't think the AI's intelligence is something modders can do much about.  That said, the next time the PA sends one of those fleets and you fight it off, attack their planet.  You don't need to capture it, just hit it and blast the station.  That might break the AI out of its current set of plans since right now it clearly is thinking the situation calls for attacking you with those forces.  Change the situation and you'll change its actions.

This may or may not work, but in my experience it seems to more often than not stop the AI (for the moment) from repeatedly sending fleets at you to be destroyed.  Be warned though that such behavior is something that will happen again - I don't think I've yet had a game where the AI wouldn't repeatedly attack somewhere with insufficient forces.  It's a quirk you learn to live with.

I just picked up Imperial Civil War a week ago, and I love it. It really rekindled my interest in Empire at War after years of only playing AotR.
But there's a few minor things that annoy me. Most of all, the artificial intelligence. I have just fought my at least fifteenth battle as New Republic over Nespis VIII against the Pentastar Alignment.
I'm only fielding a couple MC80B cruisers, three Nebs and one or two fighter squadrons, and they attack ONCE EVERY GALACTIC WEEK with a few Lucrehulks, Enforcers, one IPV and two ground units.
It's almost the same fleet every single time and it really clonks my bonkers having to defend this planet and not getting on with my strategy.
What's even worse, the EotH started spamming fleets at my recently conquered transistory nebula to more or less the same end.

So, do you modders have any plans to make changes to the AI?
And do you players have any suggestions how I should adapt my style of playing to avoid such situations?
