No Pirate Units as Greater Maldrood

Hi, I'm fairly new to this mod and am loving it so far. I have been playing a Galactic Conquest as Greater Maldrood, and cannot seem to build Pirate units with Tavira. I couldn't find much online, just that she allows for the building of pirate units and you need her special structure to recruit Crusader-class corvettes. However, I she does not seem to add additional recruitment options. Can anyone shed some light on this?

Edit: Actually, I can't build Arquitens either.
