How on Earth do I build the Galaxy Gun?

Hello everyone, am playing the new Ascendancy Mod (loving it so far), but one thing is really confusing me, how on earth do I build the Galaxy Gun? I have the required Tech level, and have tried clicking to spawn it at the base near the starting planet but absolutely nothing is happening. What did I do wrong / what do I need to do to fix it?

Also is it just me or do Mass Effect, and the Planet Attack ability on the Sovereign both not work?

If you used the ability on the command center, a starbase constructor spawns at your capital. It creates the galaxy gun.

Mass Effect works as far as I know, Crack Mantle was bugged in 0.95
