No mines for planets in Thrawn's Revenge?

Hi guys. I'm having a weird issue and wanted to see if it was just me or if anyone else has come across this as well. I installed Thrawn's Revenge and it works perfectly so far except for one curious thing. I cannot build mining facilities on any of my planets. Has anyone else come across this issue? I see them in the manual that came with it so I know they're supposed to be there. Any ideas as to what might be the problem?

Which faction are you playing?  Some of the Imperial factions get tax agencies instead of mining facilities as their income/resource structure.
