Survival Won't Work For Me

So whenever I play Survival and try to build new ships they don't show up in the reinforcement window Is there a specific wave i have to pass to get them or is it just broken?

From what I remember there's a specific reinforcement phase between waves of enemy units.  You can't bring in reinforcements except between waves.
