Mod launches original game

I have the steam gold edition.

I went through the installation process for steam. I downloaded the .zip, extracted all to desktop, moved the folder to C:\Program Files (x86)\Steam\steamapps\common\Star Wars Empire at War\Mods
I changed the launch properties to MODPATH=Mods\Imperial_Civil_War

When I launch the game, it just launches the non modded game. Someone please help.

PS. If it changes anything, I also have the Republic at war mod, and that works fine.

Does the launcher for ICW go to program files or program files (x86).

I didn't use the installer, I just mean I went through the process of getting the mod. I downloaded the .zip.

Don't use the launcher, launch the game through Steam.  You'll get a box asking if you want to play EaW or FoC, pick the latter.

Weird... Maybe try downloading it again, in case something got corrupted there somehow.  Else, I'm out of ideas.

I have no idea if in steam the normal EaW and Forces of Corruption is in one folder or not, but in case they are separate like retail versions, which one's folder did you used, because you said

It is separate; has to be in corruption/Mods.
