No heavy factory on land battles.

Ok so me and a buddy of mine just found this mod and dled it and we've been playing each other online. the space battles seem fine but when we play land battles whoever is in the second player spot has no heavy factory. needless to say whoever is the host can just roflstomp the one who joins. Is this just me or is anyone else having this issue as well?

All maps and 3 factions. Only one I don't think we tested was the rebellion but other than that it happened with all the other factions.
