I cant really pick one, since all factions have their good pilots, their less-good and their dreadful pilots.  In theory the Imperial and Clone pilots should be best because they had the best training, while the Rebel and Smuggler pilots could equally be the best since they would have have had the most experience.

I agree with Sarconis the jedi are the best pilots (not the Chiss though).

What is wrong with the chiss?  They have better training than the imperial and the rebel/new rep/GA pilots.

Do the Chiss have better training? Where is that revealed?

Im not including Jedi in my answer, simply because they can be found in all factions (except maybe the Chiss).
