I really like the idea of a pre-Endor GC Scenario. As for planets, how about this: For the Empire, Coruscant being their capitol (perhaps it could be renamed Imperial Center for this GC, as it was in canon?), Kuat was the leading world when it came to naval engineering at the time, with Corellia and Fondor trailing close behind. Other major worlds of Imperial industry were Rothana, Eriadu, and Rendili. Other planets could include Thyferra (the source of bacta for the Empire), Carida  (a major stormtrooper academy world), Corulag (a major naval academy world), Prefsbelt IV (another major naval academy), Kessel (the primary penal colony of the Empire), Anaxes (a prominent world in Imperial politics and military), Kashyyyk (a major source of slave labor for the Empire), and Naboo (another prominent world in politics).

For the Rebellion, they would have ownership over Yavin (should the scenario start right after Episode IV), but they would need to move quickly, as an Imperial Fleet would soon retaliate for the Death Star's destruction. With Yavin gone, the Rebel Alliance would have to decide what world would be suitable for their headquarters. Among their choices would be their primary ship provider Mon Calamari, the medical base at Polis Massa, the rebel-sympathetic SpyNet worlds of Bothawui and Kothlis, the two worlds providing war material through Koensayr and Yutrane-Trakata (Ralltiir and Doniphon respectively), the Allied Tion Forces at Turkana, one of the few Core Worlds that support the Rebellion (Chandrila). Among these worlds, the Rebels also have the aid of resistance cells on Aridus, Dressel, Tibrin, Champala, Generis, and Rudrig.

Other worlds that come to mind include worlds under the influence of the Hutts (Tatooine, Nar Shaddaa, Ylesia, Ryloth), as well as Bespin, Hoth, Endor, Sullust, the Graveyard, and Raxus Prime.

If I was an Imperial Warlord, I wouldn't be like most warlords in the fact that I'd go to war with everyone and their mother. Firstly, I'd pick a good planet or sector to set up shop in (such as Desevro in the Tion Cluster). After I had taken my force from the Empire and set up my own faction, I would put it under a process of review and restructuring.

First and foremost, I would be no 'Emperor' or 'Warlord', rather I would change my title to something like 'Governor' or 'Chief of State'. I would end the Human-centrism in my Empire, and begin recruiting from non-Human ranks, that way I would push myself away from the Empire even farther. Once then, I would begin actively expanding my domain, albeit peacefully, through treaties and deals, until I controlled a region of space (the whole Tion Cluster).

From there, I would begin to solidify my Empire. I would look for a planet primed for manufacturing, like Lianna or Murkhana, and use it as my primary shipyard and foundry, in the case as a precuation for war. I would highlight a planet with tough terrain, like Rhen Var, and use it for a key infantry training post. I would continue to make good use of my resources (i.e. using Raxus Prime to salvage scrap metal for my shipyards and foundries, forming treaties with others factions like the New Republic and others to form neutrality and an ally if need be). My Empire would be the United States (under-Reagan) of the galaxy far, far away :)

Capital: A Praetor-class Star Battlecruiser, which I would promptly name the Razor, as it would be used to cut through enemy forces.

Transport/Freighter: The BT-7 Thunderclap. Awesome looks, great weapons, and excellent layout.

Starfighter: The BTL-S8 K-wing. It carries a massive payload, enough to vape the smile off of you TIE pilots  :HA:

Unlike a lot of people, I'm not going for the biggest toys. I prefer to play it smart, thus my private fleet would conists of:

*The XJ7 X-wing Starfighter. Based on the X-wing, the XJ7 features improvements to the weapons and shielding, and was so good it was used by Rogue Squadron during the Second GCW, and considering the first X-wign was good enough to take down an entire moon-sized battlestation, this is my pick for a starfighter.

*The BTL-S8 K-wing Assault Starfighter. As a heavy starfighter/bomber, the K-wing is able to arm itself with 18 different weapons aside from its two laser turrets. Considering its modularity to suit any situation, the K-wing is my pick for a bomber and gunship.

*The Ranger-class Gunship. Based on the Imperials Lancer-class Frigate, which was put to great use by Thrawn, the Ranger is fast for a corvette, and is also armed with enough AA guns to tear shreds through enemy starfighters, so this is my pick for a corvette.

*The ShaShore-class Frigate. Designed to be maneuverable and versatile, the ShaShore may have low armor, but makes up for it with the Mon Calamari's powerful shield designs, and being as versatile as it is as well as speedy, it is my pick for a ship of the line.

*The Venator-class Star Destroyer. As opposed to how most would use the Venator, I would utilize it as a support ship, providing additional fire from afar, but would be primarily used as a carrier, not only transporting the bulk of my starfighters but functioning as a repair ship to damaged fighter-craft, making it ample for my fleet.

*The Imperial II-class Star Destroyer. The heavy hitters of my fleet, the Imperial II-class Star Destroyer was a symbol of power and might to the Empire, and due to its powerful and heavy armament, these things were still considered battlefield titans during the Yuuzhan Vong War, despite being around 40 years old.

*The MC80 Home One-type Star Cruiser. Despite being old and reconverted vessels, the Home Ones were not to be triffled with, as even during the Yuuzhan Vong War these ships served the Mon Calamari Forces in defending their home planet from the invaders, proving how valuable these ships were. In addition to their armament, armor, and heavy shield, there modularity makes them important to me, and thus I would take command of one as my flagship.

I think with a fleet consisting of just these starships I mentioned, I would little trouble dealing with any Imperial Moff with an SSD :D

From what I've seen, early on in Imperial Civil War, the team was having a lot trouble from Minor Fleet Commanders (i.e. spamming) and removed them. Since then, several others have asked for Fleet Commanders to return, but due to this problem they cannot return.

However, I present a solution: Minor Heroes. These heroes would be buildable from certain locations, and would be permadeath like the major heroes, and also would vary from era to era. This could solve the problem of fleet commanders, while also giving each era a little bit more diversity. Here is what I propose:

New Republic:
*Admiral Nammo & the Defiance (Era 1)-- the Defiance was an MC80 Home One-type Star Cruiser that served under the Mon Calamari Admiral Nammo's command from the time of the Battle of Yavin to Endor and afterwards, during the New Republic attacks on the Empire leading up Coruscant.
*Lieutenant Judder Page (Era 2)-- Lt. Judder Page was an Alliance SpecForce Commando with a penchant for destruction, and served during the Thrawn Campaign.
*Captain Genkal & the Naritus (Era 5)-- The Naritus was an MC80A Star Cruiser that has served with the New Republic since the days of the Alliance, and was utilized as an effective Fleet Command Cruiser as it searched for pirates in the Outer Rim.

Imperial Remnant:
*WIP

Perhaps the Hutt Cartel can be considered? I know you tried that in ICW and it didn't work out, but rather you may have looked at the Hutt's the wrong way. They aren't a full-on military force. They work by deception, trikery, and deceipt, which in-game could mean the manipulation of independent warlords, pirate gangs, and private military corporations to achieve their goals. See, the Hutts are not just like the NR, the Empire, or the Chiss, but aren't exactly a carbon copy of the Zann Consortium either.
