Imperial Civil War Tech Support / empire of the hand gc income bug

at first when i started i jumped right into the 118 planet game and started with the empire of the hand well after like 3 or 4 weeks ingame i could no longer build mining  on the planets only space trade stations and had to play with like 9000 income a week until i gave up. so wtf???
