Imperial Civil War Tech Support / No Heroes

Help, when I'm playing Skirmish Battles (Gefecht in german), I cannot build any heroes. Also, when I play Galactic Conquest without Story, there are also no heroes avaiable for me. The NPC enemy can build heroes. Please help.
