I have 2 questions about tech upgrades.
1. Are the Rebels/New Republic going to tech up the same way as in vanilla?
2. Is the empire going to keep the ships they already have when they advance, even if those can't be produced any more?

Outbound Flight would have continued to go outside the galaxy, either be destroyed trying to leave or be picked off by the vong. Thrawn would not have been recruited by the empire because the emperor wouldn't have had a great example of his tactical brilliance.

There is no evidence that Palpatine ever took Thrawn into his confidence on his "post-mortem" plans. Not knowing about Palpatine's survival, Thrawn did know that the declared government of the Empire was in danger, and, for his own reasons as much as theirs
