Empire of the Hand faction does not have the option to build or upgrade shipyards, the option is missing from the build tab ((until a defensive platform is built. The Empire of the Hand has the most expensive level 1 platform with the Brask at 3000 credits))
I haven't opened the source files yet to identify the problem is graphical or code in nature.
(Edit) May be a feature... requires the building of a Brask defense platform first, then the next build option is the highest level shipyard for the planet. E.G. Bilbringi build order is 1. Brask 2. Dreadnaught shipyard
((Edit 2)) Code bears this out as requirement for shipyards of any kind requires star base level to be at least 1, the Brask is just 5x times more expensive than the XQ which I was mistaking for the corvette shipyard.
Issue resolved, assumed to be a feature of 3.0
