Title: NR single unit retreat

I cannot use single unit retreat as the New Republic. Is this on purpose?

It wont let me use single unit retreat as the NR either

It's not a factional thing. If a unit can use it, it's a special ability for the unit. If the ability isn't there, it can't use it.
