We probably missed something... But how did we build them ?

My friend researched the World Devastator, then scuttled a planet (that left a small asteroid) but what next ? Should it pop ? Where ? Should it be built ? Where ?

IT will appear at the planet he scuttled, but he needs to have a free ship slot for it.
