Title: New Republic Ability Upgrades

There's two levels to Boarding Party and two to Force Pull. Why is that as far as I can tell the second level is useless.

I have noticed that for a fair number of abilities - I suspect the benefits are either "hidden" or just not coded in yet.

I noticed it for the Altor fleet tender - repair and resupply do not seem to improve with levels. I suspect there are some more I am missing.
