What are the system requirements for ICW 2.1?

Not much, pretty much anything built after 2008 should run the game fine, though I will warn that it does lag a tinsy bit with all the lasers and what not going around. It's not really bad, but in huge battles (especially how I have it set up with 250 unit points on each side) it gets a little choppy, but like 15 fps lowest with even those scales, and I use a craptop from 2012.

my old computer struggled playing (certainly when an SSD showed up), before it broke itself and then played brilliantly and that was built (2006 - 2007).

Thank you.  I turned my 3D settings to min and I am getting much better performance.
