Title: Dude.. why can't I build E-Web Troopers?

So I was looking around, E-Web Troopers are supposed to be an Era 1-5 yet I can't build them in the 6-27 conquests.  Are they specific to a particular planet, like Nogri Assassins?

because that is an era 2-5 trooper. You will be able to build from era 2
