While playing 0.95 I noticed that it's quite a bit more difficult to get relations up with other players, mainly due to the removal of the techs that give relationship points. I also noticed that Military Actions seems to go up more slowly than in base sins. In vanilla I'd have offers for Trade Alliances after taking just one or two enemy planets, here I had to wipe out an entire faction and get Pellaeon Doctrine just to get to that point. Furthermore the Envoys don't seem to have any abilities to help improve relations faster either, they were essential in vanilla post-cease-fire since by that point Military Actions and tech were maxed out.

This is a big deal for me since I like to play single-player on bigger maps and making allies of some of the computer players helps these maps not take forever and a day.

Also are there any plans for the pacts?

A lot of diplomacy stuff wasn't touched for 0.9/0.95 because the bigger focus was on getting the factions to where they should be. 1.0 will have similar options to Sins, and then more in future versions.

I understand. I was just worried that in your efforts to make the tech trees more unique you might have inadvertently removed important sources of relationship points. If these things are in 1.0 then I will be perfectly happy.  Thank you.
