So theirs a problem with the galaxy gun at the moment.you can research it but it says you exceeded you super-weapon limit even though i hadn't researched any super cap or built the super cap building.so in short its not able to be built any way this can be fixed.

It's buildable, but the limit it's referring to is that you can only build one superweapon (not supercap) per every 15 planets you own, meaning to build one galaxy gun you need to control 15 planets. I'll change that tooltip since the stock one wasn't very good at communicating what the limit actually is.
