what are the plans on StarBases? ... they are a big part on my Sins strats because of the trading, and the ability to get neutral territories (like Nebulas and Asteroids fields).

There aren't any. There really aren't any analogous structures in Star Wars, and we don't intend to shoehorn stuff in if it doesn't fit, plus the way they were in Sins tended to really skew games. We've considered making something using the Starbase entity types for the Empire of the Hand, however we don't intend to have the same all-in-one military-industrial-economic powerhouse starbase thing going on.

well make sense... I will need to re think my strats when playing ascendecy...

Very much.  The mod team is changing a LOT of things from stock Sins.  For the better, IMO.

Have to say even in the 0.90 version it feels like that.

Although I'm glad to hear planet resilience is getting looked at. That was something that concerned me a little regarding the potential power of hit and run tactics!
