Title: Why is the MC40 three pop?

I would like to start with this topic since it's not a problem (it's more of an annoyance) which is why I didn't put it in Tech support.

The reason I ask this question is because the MC40 cant compete with other 3 pop ships (e.g. Venators , Chafs and Victorys) which is why I suggest change it to two pop so it can compete against more suitable enemys like the Strike cruiser and the Nuruodo cruiser.

Due to the size of the MC40 (600M, same as the Dreadnaught/Enforcer/Vindicator/Immobilizer), I actually agree with that.  It's the same size as other population 2 ships, and smaller than the 2 population 700m long Assault Frigate.
