In from the ground up, do all factions starrt with only one planet, or just one?

The three playable faction in it start with 1 planet, the rest if the planets are occupied by forces of a suitable faction with disabled galactic AI so they don't steamroll you (IR, NR, EotH, Warlords, Pentastar, Hapes, Yevethan). So you basically start out expanding into territory against forces similar to yours at first, getting more difficult as you progress.
