Is there any functional difference between the Katana Dreadnaughts and the regular ones besides price and who can build them?

Katana Dreadnaughts have ion cannons in addition to the original dreadnaught's armament and some other changes to functionality.

Do ion cannons affect hard points in any way when they land a hit?  Do they slow down rate of fire?

I don't believe so. I thought in essence all they do is tear down shields.
