We promised that the Hutts would be replaced with a new faction, and here are your choices.

Kinda hard as the SSI seem to be less important in the SW universe then the Zan Consortium, however play a good story wize, but I mean the CSA while a hodgepodge of current units in game seems to be an easier and dooable faction, in fact the CSA reminds of of the Zinji Camping with Imperial and Coreliian Units

Warlord Zsinj took over the CSA in 7 ABY didn't he?
-
Yeah, but he only had it for a year. Basically that just means it'd be under his control for the Hunt for Zsinj GC, the rest they were autonomous.

The Ssi-Ruu really didn't have that much to do with overall affairs in the galaxy after the emperor's death, except the whole Bakura affair, right? I have far from read every Star Wars book out there, but I've heard a lot more of the CSA than the Ssi-Ruuvi Imperium.
-
I see, will Hunt for Zsinj be expanded then? More planets for both factions, perhaps Melvar/Trigit?
-
Hunt for Zsinj and Shadow Hand are pretty much the only small GCs we have, and I think that's part of the appeal for Zsinj. We'll be adding any units/heroes we feel the need to, but as it is there won't be any more planets. Bonadan and Etti IV (The major CSA planets) are already under Zsinj's control in that GC.

Not really, but the point of the minor factions is any faction that could have become a galactic power. The appeal of the Ssi-Ruuvi is giving the EotH another avenue for expansion and just making the south-western corner of the galaxy more interesting in general, whereas the CSA are interesting but they're up in a corner with Zsinj and the Hapans, and pretty much nobody else except one or two New Rep planets.
