When I had issues with Windows 8 I selected the FOC .exe file specifically (not the launcher) and ran the windows compatibility program (Right click ---> Troubleshoot compatability) and that's what got it to work. Beyond that I can't comment much. I have yet to reinstall FOC on Windows 8.1 since my HDD died.

You should be able to just change the compatability settings. Control panel, programs, run programs made for previous versions of Windows, then find the Gold PAck with that. IIRC I use it in XP SP2 mode.

Whenever I try to launch FOC with mods or not, it brings up a dialog box saying this program is not compatible withe the OS, and I should use Windows 98, 2000, or better. WTF? I've installed the RAM patch as well
