Admiral Daala. She had three tries to be a good Imperial leader and failed every time, losing who knows how many lives and wasting untold numbers of ships and resources in service to the Imperial cause. The fact that she kept coming back and back again just makes her one of the worst recurring villains in the SW universe.

Yes and No :P at least she had enough luck to survive those tries, and dont forget thats a general imperial characteristic...but simply no luck with leading itself, id rather say she was intetligent enough to stop trying vs Skywalker & Co ;D

To me Palpatine himself was the worst leader since it was his fault in the first place the Empire fell...

actually, palleon was a very good strategist, and could be compared to Thrawn. He knew  if the war went on any longer, both sides would keep on suffering (and the Empire would die). he did more then save them respect, and i wouldn't compare him to any other leader except Thrawn

Madam Director Isard, no one did more damage to HER OWN TEAM than her!

Just about any other leader would have made things a whole different story.  Thrawn, Daala, Reborn Emperor, anyone...  Screw the director!

I have to agree with Xizer, Isard was probably the worst, with Daala a good bit behind, but still pretty bad. Palpatine is on the list too, but he did some good stuff for the Empire.

Eh, I kind of have to give Isard a bit more benefit of the doubt than I can to Daala. When Isard took over the Empire was already fracturing under various warlords. By the time Daala came to power, she managed to have most of the remnants of Imperial power united under her - something that Isard never had.

I listed Isard for these reasons.
1: Being more concerned with her own power than the sake of the Empire.
2: Her plan that got rid of Pestage(This just caused even more strife and promoted the image of central authority having collapsed)
3: Gave the New Republic Brentaal, Borleias, Coruscant and eventually through ineptitude Thyferra
4:By losing Imp Center completely ensured more fracturing of Empire and legitimized the NR overnight sending thousands of Star Systems, fleets and officers to their side or to the Warlords.
5: Gave the NR 4 ISDmkIIs through incompetence(okay fine 3 since Terrik got the Vehemence/venture) and the Lusankya(giving them a powerful flagship that would haunt the Empire for years to come)
6:Caused Baron Fel's defection
7: helped the NR destroy Krennal(out of personal vengeance due to his defying her in the Pestage matter)
8:Due to her incompetence, madness and psychotic tendencies gave the core to the NR, murdered billions on whims that turned the galaxy even more firmly AGAINST the IR and gave Warlords and NR massive amounts of propaganda to use for their benefit. 

She was definitely more of a hindrance to the Empire, than a help.
