BEFORE I say anything I have to declare, that I am NOT part of the modding team, and this is my own PoW with some knowledge about how the team does things... and some hard facts.
I can see your point in trying to defend your idea by any means necessary, but accept it. THIS IS NOT GOING TO HAPPEN!
First, as Corey, the mod designer declared not even once, missions are goddamn hard to create. The mission with the Katana fleet took them a month or something similarly ridiculous time to create, and that was a small one.
They also intend to follow the (old) Lucasarts cannon, and therefore GCs like this are not likely to get in (not likely means not a chance). They have far more work with the mod as it is, without giving time to create GCs like this too.
Only two non cannon GC got into the mod. One of them is the From the Ground Up, what's only intention is to give you a heck of a challenge, and the other is Empires at War, which's only purpose was a GC WITHOUT the New Republic, because that is LITERALLY THE ONLY ONE!.

The ThRev. team also gives you the chance to play from multiple sides in every GC. What you suggest is a Remnant only GC, where you can't play as NR, PA or Eoth, therefore every player who doesn't have the IR's play-style will not even play the GC, not to mention the difficulties it would bring by creating a brand new Era system, just to make it work...
Your suggestions would also need to code a few new models into the game, further increasing it's already huge size. If you noticed, the EaW and the FoC folders are roughly 3.49 GB together, while only the mod takes roughly 4,84 GB of memory, so it takes more than the base game. Not even by a small amount and with 2.2 new units shall arrive, also increasing it's tremendous size(compared to base game).

Now that all of this have been told I also have to tell you... I FREAKIN' LOVE YOUR IDEA! ;D
Looks epic and all. It is just not for this place. For a dream, it is all right, but it will only remain as a dream.

Indeed. This is disappointingly true, although if you toss this idea around and learn a few tricks of your own, you could try making a submod or something with this. Start with making the new units and work from there.

GAMEPLAY CHANGES (if possible):
*Attrition - In early campaign stage (to annexing the Pentastar Alignment), you must not get too much threat to warn the New Republic and let them to attack your systems. Their attacks would be disasterous.
*Missions - Both Thrawn and Vader will give you various missions: Capture Bespin for Tibanna Gas supply, liberate Hanoon to fend off Kaine from your planets, hunt down the Warlords in Outer Rim ets.
*Era System - It will ge through as you complete the campaign - by defeating Grand Moff Ardus Kaine, defeating Thrawn and his Empire of the Hand, conquering Coruscant and defeating Palpatine over Byss.
*Campaign Heroes and moment you will gain them: Darth Vader (from the beginning), Thrawn (from the beginning), Admiral, later Grand Admiral Pellaeon (since the defeat of Pentastar Alignment over Bastion), Admiral Natasi Daala (after you complete "Back to the Maw" mission), Jerec (after you complete "Last Stand of the Black Sun" mission"), Grand Admiral Octavian Grant (only for "Valley of the Jedi" mission"), General Veers (after the defeat of Empire of the Hand), Freja Covell (from the beginning), Boba Fett (after "Uniting the Empire" mission)
*ALTERNATE HISTORY OF EU - Lead the Remnant with Vader in the lead through 5 A.B.Y., when Thrawn has returned from the Unknown Regions - 13 A.B.Y. to battle of the Maw, where united forces of Admiral Ackbar and Grd. Admiral Pellaeon defeat revolting Admiral Daala's fleet. She revolts against the Peace Treaty between the Republic Remnant and New Galactic Empire.
*Unique Tech Tree - Command the Vader's Remnant with unique weaponary - from TIE Advanced, TIE Defender and reactivated Tartan Patrol Cruisers with Broadside Cruisers to ISD MK. III, SSD Executor-Class, advanced AT-ATs (immune to tow cables), Dark Troopers and new TIE Marauders

How would it be significantly different from playing a current ICW or AoW campaign as the Remnant?  A couple heroes being there or not there really doesn't change things up much.

although I have posted my suggestion of a scenario for TR, I think the creators are able to make a campaign for Imperial Civil War:

CAMPAIGN: An Empire Divided

FACTION: Imperial Remnant
ENEMIES: New Republic, Pentastar Alignment, Duskhan League, Warlords
Heroes: Gilad Pellaeon (Era 1), Grand Admiral Thrawn (Era 2), General Veers (Era 3), Natasi Daala (Era 5), Darth Vader (Era 1)

PLOT:

Galaxy is in great chaos. Despite the crucial victory over the Galactic Empire over Endor and liberation of Core Worlds, the New Republic is not able to to hold the order. Thanks to raids of Imperial Warlords, like Treuten Teradoc or Sander Delvardus, and the new threat of Pentastar Alignment of Grand Moff Ardus Kaine is also biting from the Republic systems.

The New Republic tried to counter Kaine and Warlords' attacks, but the Senate denies any counterattack. It seems the New Republic is less united than the Old Republic. Master Leia Organa, mourning the loss of her brother Luke, started to gather her old and new padawans and friends, like Ackbar, Lando or Han Solo, to gather proof about the Pentastar Alignment to persuade the Senate to act.

Meanwhile, above the place of Empire's most bitter defeat, Grand Admiral Thrawn, with his second-in-command cpt. Gilad Pellaeon, are hunting down the pirates stealing the Imperial Cargo from biggest Army warehouses. And there are dark rumors of Dark Jedi, commanding Thrawn and the Remnant over Vjun and Alluyen. Dark times are starting for the Galaxy...
