That makes perfect tactical sense. A military commander would forward deploy the fleet, which is mobile, to identify and ward off incoming threats.
Normally invaders want to drive past the defenders to secure the goal (i.e. the planet or shipyards in this case). Your defenders would be forward deployed to hammer or prevent invaders from reaching the goal. The Golans are then picking off damaged ships that make it through your lines.
And in all instances I've seen, you still have plenty of time to retreat or maneuver your forces closer to the Golans if you like. Personally I like to move my forces away from the Golans for flanking maneuvers...
