Fighters are useful as hit and run units.

A carrier has to enter the battlespace and then deploy its fighters. If you are trying to catch a fleet before it enters the shelter of Golan emplacements, or stop it putting certain ships in a particular position, then fighters can enter the battlespace and after a second are immediately  ready to fight.

If you use them in this way, and then have them sweep through a formation hitting a target or two, then quickly going to the edge of the map and fleeing the battle, then they are actually quite useful. For a pitch battle you'd use carriers, but to wear down a force one ship at a time per battle, I'd use fighters.

They did that once they got the peace deal for the Vong war. Presumably it freed up money via trade with the NR and they no longer had to worry about constant warfare.

By Era 5 the Remnant had pretty much run out of TIE Fighter production facilities which is why they began relying on Preybirds and I-7 Howlrunners. If they were so depleted of TIE Fighters they couldn't garrison most of their ISDs with them, there's no way they would have been able to garrison even a small fleet with TIE Defenders.

The problem with that strategy (for the IR) is that they don't have any carriers that spawn Defenders, which are their only fighters worthy of being the majority of the fleet.  The carriers they have spawn regular Ties for the most part, which while USEFUL when used correctly, cannot every dominate a battle if there's ANY anti-fighter capacity in the opposing fleet.

If I wanted lots of Starfighters (mainly because of SSDs) I would build quasars - more fighters per pop cap, which was the main problem I have with all-fighter fleets. Most of the time I found that If you were to take, say the Endurance class NR carrier, and deduct 1 pop for each squadron they spawn, you end up with the carrier itself taking maybe 1-3 pop cap.
When you include the very high attrition that fighter fleets suffer compared to carriers (which, if the carriers can be kept away, is nonexistant), I can't remember the last time I built regular starfighters.

I imagine the pop-inflation in 2.2 will fix the first problem, but it won't fix the second.

I mean the option to build them is nice but there is no real rason to build them when you can keep that money and spend it on larger ships that also carry the fighters you need, I have personally never really use it because a couple of Anti-Fighters can destroy your precious ships while a balanced fleet will provide you with enough fighters will not take extra popcap and will be able to fight properly against anything.
