You don't have to be vulgar dude.
In other news he highlighted it because it can't be went around at the moment. if you can't destroy something by bombardment and you use a massive bombardment... surprise, you won't destroy it and it will regenerate both health, population and therefore income. Just as the scripts tell a planet not at full health to regenerate it.

Not sure if this is a preventable bug on your part, but I hit this planet with the galaxy gun, and not only do the rebs still have it, it's still got a nice 1000 person taxable planet:
