Yes, the AI won't build any new units(I think this was a side effect of the Fleet commander Bug's removal) personally I prefer less active AI to FC spam AI.

It does build new units, however the frequency of it and attacks is down compared to other GCs/factions, and sometimes it depends on the specific playthrough as well. On Admiral difficulty I don't find too much variance anyways.

I would prefer the spam, to just being able to conquer everything willy nilly.

There are multiple issues associated with the Fleet Commander spam, not just the fleet commanders themselves. They would still have the same AI gimps because of the FCs if they were there anyways so that doesn't really matter.

I'm having some problems on Operation Shadow Hand. The New Republic doesn't seem to build any new land structures on their planets..... they only have the barracks that they all start out with. Does anyone else have this problem?
