Actually I tend to garrison Kuat in that era with what it had in the EU, 12 ISDmkIIs, 3 Praetor IIs and an Executor SSD with two Golan IIIs, two Golan IIs and a Golan I to protect the heavy cap shipyard backed up by the Hypervelocity gun on the planets surface.

Yes, the Viscount is just like the Executor in terms of health and hardpoints. If the Sovereign and Eclipse can kill a Super Star Destroyer they can kill the space whale.
The odds of them ever meeting though are small as the Viscount is era 5 and Sovereigns are era 3 so unless the comp has a few left over in AoW when you get to Era 5 you have nothing to worry about(and hey, you can always put those fish people to work building more if one does get zapped)
