More local planetary defense-type units would be possible later, but the focus in the first release is just on the actual core rosters for factions. Making new infantry types is one of the hardest things to do and most uncommon skills, so these are always going to be lower priority than basically anything else, because they're also things where we have almost nobody who can do them most of the time.

my sad attempt at a joke aside, after quick, brief checks on things i'd say that off the bat that we'd probably see the Geno's, trando's,and umbarans as civs most likely, unless there's a Hero or OP abomination they have planed out of nowhere (they'd find someone probably).
as with the rest, i'd say that Corey&co. would need solid backing as to why these groups are here(i did VERY brief skims so if im just sounding stupid, ignore me)--- anyways, these are solid ideas, a few spec squads, fighter aces, or just have them as recruitable hero's,idk?
